The word “scrap” can mean different things to different parties. A vehicle may be damaged but operational, non-running yet repairable, stripped for parts, or fully intended for recycling. Shipping lines, customs authorities, and destination regulators do not always treat these categories the same way.
A repairable vehicle may be shipped under used-vehicle rules if it has a valid vehicle identification number, proof of ownership, and meets the importing country’s age, condition, and emissions requirements. A vehicle declared for dismantling or recycling may instead be treated as waste material. Clear photos should be taken from all sides, including the interior, engine bay, underbody damage where visible, and the VIN plate.
Remove personal belongings, paperwork not needed for shipping, and unsecured items from the vehicle. Most carriers do not permit household goods or undeclared cargo inside vehicles. The car should be clean enough for inspection, particularly when exporting to countries with agricultural or biosecurity controls. Soil, plant material, food waste, and animal matter can lead to cleaning orders or quarantine delays.
At the receiving yard, the vehicle may be checked again for leaks, fuel level, battery condition, and visible damage. If its actual condition differs from the booking details, the carrier can amend the freight rate, require additional handling, or decline loading.
Customs Value and Honest Declarations
A scrap car may have a low market value, but it should never be declared at an arbitrary amount. Customs authorities use declared value to assess duties, taxes, and compliance risk. A realistic invoice should reflect the vehicle’s age, damage, salvage status, and the terms of sale.
For related-party transfers, company fleet disposals, or vehicles moved for recycling rather than sale, supporting valuation documents are especially useful. Customs may compare the declared value against auction data, market records, and the apparent condition of the cargo.
Exporters should also be clear about who pays freight, destination charges, duties, and storage costs. Low-value salvage cargo can become uneconomical if it sits at port while permits or consignee approvals are being arranged.
