A multinational may need governance flexibility, office capacity, mainland access, and the ability to employ a larger team. A manufacturer may place industrial land, utilities, logistics access, and import-export requirements first.

Before incorporating, define the planned activities in detail. A license should reflect the revenue-generating work the company will perform, not simply the broad industry it belongs to. This early discipline can prevent unnecessary amendments once operations begin.

The right entity structure can influence visa allocation and workforce planning, so people strategy should be considered alongside licensing from the start.

Then compare mainland and free-zone options against those requirements, rather than selecting a structure solely on price or a headline benefit.
